Nach dem sich die ÖPPs in Großbritannien, dem EU-Vorreiter, seit den 1970er Jahren, im Zuge der Thatcher-Regierung, immer größerer Popularität erfreuen – ca. 15 bis 30% beträgt der ÖPP-Anteil an den Sachinvestitionen der „Kommunen“ der angelsächsischen Staaten – zog die Bundesrepublik ab Mitte der 1980er Jahren nach. Seit den 1990er Jahren finden die ÖPPs – die ca. fünf Prozent der kommunalen Sachinvestitionen der Bundesrepublik ausmachen – mit steigender Tendenz, größere Anwendung.
