Die Funktionen und die Tätigkeitsbereiche von Interessengruppen sollen aufgezeigt und erläutert werden.

Der Schwerpunkt der Untersuchung liegt auf der Einflussnahme von Verbänden auf die EU-Gesetzgebung und auf die damit verbundenen Institutionen. Dabei stehen die Kommission, das Europäische Parlament und den Ministerrat im Fokus, da sie primär die Institutionen sind, die für den legislativen Prozess wichtig sind. Weiterhinwerden jeweils kurz die Zusammensetzung und die Aufgaben des jeweiligen EU-Organs dargestellt. Konkret soll die Frage, wie Verbände die Gesetz- und Willensbildung in den Institutionen der Europäischen Union beeinflussen, beantwortet werden.

Wo sich viele Akteure einmischen und beteiligen, entstehen Probleme und Konflikte, aber auch Lösungen. So auch in der Verbandsarbeit. Ressourcen machen die Beziehung zwischen Verband und ecu oder Nationalstaat zu einer speedy abhängigen Komponente. Doch welche Ressourcen haben Verbände eigentlich und wie werden sie eingesetzt? Auch das europäische Verbandsdilemma, sowie Probleme und Kritik der Verbandsarbeit werden in diesem Zusammenhang betrachten und konkretisiert. Den Abschluss der Arbeit bildet ein zusammenfassendes Fazit.
