Ich werde zunächst einen kurzen geschichtlichen Abriss über die Systeme und deren Entwicklung darstellen. Im Anschluss werden die demografischen Veränderungen der letzten 30 Jahre thematisiert um im darauf folgenden Kapitel die Reaktionen der Regierungen im Hinblick auf die sozialen Sicherungssysteme zu schildern. Die aktuelle Debatte um die nötigen Veränderungen des structures würden aufgrund der Datenfülle (demografische Schätzung, Präsentation von Modellen) eine eigenständige Bearbeitung erfordern. Ich habe mich daher in der „gesicherten“ Retrospektive bewegt und lediglich in Kraft getretene Reformen berücksichtigt.
